According to Spamhaus the Top-10 worst countries for spamming (along with the relative number of complaints) are:

• United States (2491)
• China (701)
• South Korea (411)
• Brazil (167)
• Russia (166)
• Canada (158)
• Taiwan (145)
• Japan (131)
• Argentina (101)
• Hong Kong (96)

As you can see the United States is by far the worst offender with more complaints than all the other Top-10 countries combined!
